2026-2027 Weatherization Contractor Procurement Resources

ECKAN’s Weatherization Program is seeking qualified contractors to help deliver energy efficiency improvements and health and safety upgrades for households throughout East Central Kansas. The documents below contain the standards, bid forms, pricing sheets, contract requirements, and technical guidance necessary to participate in the 2026-2027 procurement cycle. 

This resource package includes contractor qualification requirements, county service area selection forms, general weatherization and HVAC bid sheets, line-item pricing documents, contract compliance agreements, and the official Kansas Standard Work Specifications (SWS) Field Guide. Together, these materials establish the expectations for workmanship, health and safety practices, pricing submissions, warranty requirements, and program compliance.

Contractors interested in providing weatherization, HVAC, inspection, or related services should carefully review all documents before submitting a proposal. These resources are designed to ensure that all work performed through ECKAN’s Weatherization Program is completed safely, professionally, and in accordance with federal, state, and Kansas Weatherization Assistance Program requirements.

ECKAN Community Needs Assessment Now Available

ECKAN has completed its latest Community Needs Assessment, a comprehensive review of conditions affecting individuals and families across our service area. This assessment reflects input from customers, community members, staff, and board members, gathered through surveys, focus groups, partner engagement, and census data.

The findings highlight ongoing challenges related to housing affordability, energy costs, childcare availability, transportation access, healthcare, and food security. These issues often intersect and influence a household’s ability to maintain stability and achieve long-term economic well-being.

Consistent with the Results-Oriented Management and Accountability (ROMA) framework and CSBG Organizational Standards, this assessment serves as the foundation for ECKAN’s strategic planning and program development. It ensures that services align with documented community needs and that resources are directed to where they can have the greatest impact.

ECKAN will use these findings to guide the strategic plan and Community Action Plan, strengthen partnerships, and continue improving outcomes for individuals and families across East Central Kansas.
