Request for Proposals: Strategic Planning Consultant Services
ECKAN is seeking a qualified consultant or firm to support the development of our next Strategic Plan.
 
As a Community Action Agency serving East Central Kansas, ECKAN works alongside individuals and families with low incomes to support stability, health, and long-term success. This Strategic Plan will guide our work over the next five years and ensure our services remain responsive to the needs of the communities we serve.
 
We are looking for a partner who can lead a thoughtful, inclusive, and data-informed planning process. This work will include engaging stakeholders, reviewing key agency data, and developing a clear, actionable plan that aligns with Community Action requirements and Organizational Standards.
 
Key Details:
  • Proposals Due: May 15, 2026
  • Anticipated Start Date: August 30, 2026 (contingent on funding)
  • Project Completion: Prior to May 2027
Scope of Work Includes:
  • Facilitation of strategic planning sessions
  • Review of Community Needs Assessment and agency data
  • Development of priorities, goals, and measurable outcomes
  • Creation of a final Strategic Plan and implementation framework
  • Presentation to ECKAN leadership and Board

 Now Accepting Bids: Vehicle Purchase Opportunity
ECKAN is currently seeking bids for the purchase of (4) new ½ ton pickup trucks and (1) SUV to support our Weatherization program, which serves low-income households across East Central Kansas. These vehicles play an important role in helping our team continue delivering essential services that improve the safety, health, and energy efficiency of the homes we serve.
Bid Deadline:
Friday, April 17, 2026 at 5:00 p.m.

ECKAN Community Needs Assessment Now Available

ECKAN has completed its latest Community Needs Assessment, a comprehensive review of conditions affecting individuals and families across our service area. This assessment reflects input from customers, community members, staff, and board members, gathered through surveys, focus groups, partner engagement, and census data.

The findings highlight ongoing challenges related to housing affordability, energy costs, childcare availability, transportation access, healthcare, and food security. These issues often intersect and influence a household’s ability to maintain stability and achieve long-term economic well-being.

Consistent with the Results-Oriented Management and Accountability (ROMA) framework and CSBG Organizational Standards, this assessment serves as the foundation for ECKAN’s strategic planning and program development. It ensures that services align with documented community needs and that resources are directed to where they can have the greatest impact.

ECKAN will use these findings to guide the strategic plan and Community Action Plan, strengthen partnerships, and continue improving outcomes for individuals and families across East Central Kansas.

We extend our sincere appreciation to all who contributed their time and insight to this process. Community input is essential to ensuring that ECKAN remains responsive, accountable, and focused on meaningful impact.
