Affordable, Quality Housing
The Housing Choice Voucher (HCV) program contracts with private landlords to offer rental assistance to low-income families so they can obtain affordable, quality housing.
Each rental unit, selected by the family, must meet structural and safety requirements referred to as Housing Quality Standards (HQS), and the rents must meet program requirements. Then, tenants pay a portion of the rent, based on their income, and the remaining portion is paid by the program directly to the landlord.
The HCV program is funded through the Department of Housing and Urban Development (HUD) and accepts new tenants directly from a waiting list, based on date and time of application. If you’re in need of financial assistance for housing, apply today to add your name to the waiting list.

Family Self-Sufficiency
Included with the Housing Choice Voucher (HCV) program is ECKAN’s Family Self-Sufficiency (FSS) program through HUD. The voluntary FSS program gives all ECKAN Housing Choice Voucher participants support to get back on their feet. Through employment and financial coaching, tenants learn to become economically self-reliant.
To qualify for the Family Self-Sufficiency Program, the head of household must actively seek full-time employment by attending school full or part-time, working part-time, or receiving job training. In addition, all family members of school age must remain in school until they receive a high school diploma, and the family must be making measurable strides toward reaching their self-defined, short-term goals.
