Kansas Weatherization Assistance Program: Multifamily Contractor Bid Opportunity
ECKAN is accepting sealed bids for energy efficiency improvements under the Kansas Weatherization Assistance Program (KWAP).

Mandatory Bidder Walk-Through
A mandatory bidder walk-through will be held on:
Thursday, May 28, 2026
10:00 AM
Bid sheets and measures to be installed will be provided during the walk-through.
Bid Submission Deadline
All sealed bids must be received no later than:
Thursday, June 4, 2026 at 5:00 PM
Bids should be delivered to:
ECKAN Weatherization Office
204 S. Walnut, Suite B
Ottawa, KS 66067
Any bids received after the deadline will not be considered.
Public Bid Opening
A public bid opening will be held at the ECKAN Weatherization Office immediately following the submission deadline. Contractors are welcome to attend.
Winning bidders will be notified, and results will be posted on ECKAN’s website.
Contractor Requirements
- Attendance at the mandatory walk-through is required to submit a bid.
- All air sealing and insulation contractors must be a licensed “firm” with KDHE.
- Contractors must provide proof of Commercial General Liability Insurance meeting the following minimums:
- $1,000,000 each occurrence
- $100,000 damage to rented premises
- $5,000 medical expense (any one person)
- $1,000,000 personal & advertising injury
- $2,000,000 general aggregate
- $1,000,000 products-completed operations aggregate
- Contractors must include signed copies of any addendums issued by ECKAN in their bid packet.
Project Timeline
Start Date: Within 10 business days of award date
Completion Date: To be determined, but no later than December 31, 2026
All work performed must meet the specifications found in the Kansas SWS Field Guide available through the Kansas Housing Resources Corporation website.
ECKAN reserves the right to reject any and all bids and to deviate from bid procedures as deemed necessary. The winning bidder will be required to comply with all applicable ECKAN and program requirements.

ECKAN Community Needs Assessment Now Available
ECKAN has completed its latest Community Needs Assessment, a comprehensive review of conditions affecting individuals and families across our service area. This assessment reflects input from customers, community members, staff, and board members, gathered through surveys, focus groups, partner engagement, and census data.
The findings highlight ongoing challenges related to housing affordability, energy costs, childcare availability, transportation access, healthcare, and food security. These issues often intersect and influence a household’s ability to maintain stability and achieve long-term economic well-being.
Consistent with the Results-Oriented Management and Accountability (ROMA) framework and CSBG Organizational Standards, this assessment serves as the foundation for ECKAN’s strategic planning and program development. It ensures that services align with documented community needs and that resources are directed to where they can have the greatest impact.
ECKAN will use these findings to guide the strategic plan and Community Action Plan, strengthen partnerships, and continue improving outcomes for individuals and families across East Central Kansas.
